The government is introducing the mandatory admission system to achieve the following goals:
Tackling abuses
Combating underpayment, poor housing and other harmful conditions (particularly among labour migrants).
Keeping out rogue agencies: only staffing agencies, secondment companies and payroll companies with official admission will be allowed to place workers.
A level playing field
Ensuring fair competition between companies in the staffing market.
Transparency for clients
Clients are required to check whether a staffing provider is listed in the public register, which prevents illegal hiring.

Certainty about a reliable partner. Since staffing providers will be required to hold official admission once enforcement begins in 2028, you as a client can be sure you're doing business with a vetted party. The Nederlandse Autoriteit Uitleenmarkt (NAU) rigorously screens staffing providers in advance, checking among other things that the correct wages are paid and the correct taxes and contributions are remitted.
Easy verification via the public register from 1 July 2027.
Protection against reputational damage: organisations that unknowingly do business with rogue staffing providers who, for example, exploit labour migrants, face significant reputational risk.
A level playing field with fair competition: the law creates a fairer market. Competitors who artificially kept their prices low by evading laws and regulations (such as underpayment or tax evasion) will be addressed by the Nederlandse Arbeidsinspectie (Dutch Labour Inspectorate).
Key dates
On 1 January 2027, the law officially enters into force; Pileo must be approved or qualify via the transitional arrangement.
1 January 2028: the Nederlandse Arbeidsinspectie begins enforcement and issuing fines.
